Commented Issue: $metadata requests should throw an exception when there is no OData formatter registered using SetODataFormatter [564]

Right now we just get a 406 with no error, because there are no formatters registered
Comments: Fixed, opted to remove SetODataFormatter and use the formatters collection instead: http://aspnetwebstack.codeplex.com/SourceControl/changeset/471ea1e1967c
