Commented Issue: Remove no-arg constructors for Exception*Context [1485]

We think the no-arg constructors on ExceptionHandlerContext and ExceptionLoggerContext are a little misleading. We could add constructors that take the minimum properties (exception/catch block) and remove the setters for these things. This is still useful for testing, but a little more robust.
