Set the appropriate BOM type for Help Page .cshtml files.

Repro:
1. Create a project using Web API template(C#, 4.5, Razor) in VS 2012 and with project name "MvcWebApiSample啊齄丂"
2. Launch the application and click "API" link on the home page.

Expected: Help page renders correctly.
Actual: Errors (attached snapshot)
Comments: Fixed on our end: https://aspnetwebstack.codeplex.com/SourceControl/changeset/7c7b2bfdb11b4148467e3eca655d05f873d6df70 NuGet still need to address the issue http://nuget.codeplex.com/workitem/3174 in order for this to work end-to-end.
