In MVC v4 and Web API v1, HttpGetAttribute (and other HttpFooAttributes) did not derive from AcceptVerbsAttribute. (AcceptVerbsAttribute was sealed.) Also, AcceptVerbsAttribute did not allow multiple.
These classes were expanded during attribute routing but then changed largely back. However, the base class/allow multiple parts were not restored.
Unless we intend to change the design of these attributes, the safer approach seems to be that we'd keep behavior from the previous version.
